Die fünf Träger-Organisationen

Fünf starke internationale nichtstaatliche Organisationen (NGO) stehen hinter Blue Shield:
  • International Council on Archives (ICA)
  • International Federation of Library Associations and Institutions (IFLA)
  • International Council on Monuments and Sites (ICOMOS)
  • International Council of Museums (ICOM)
  • (seit 2005)  Co-ordinating Council of Audiovisual Archives Associations (CCAAA), mit:
    • Association for Recorded Sound Collections (ARSC)
    • Association of Moving Image Archivists (AMIA)
    • International Association of Sound and Audiovisual Archives (IASA)
    • International Council on Archives (ICA)
    • International Federation of Film Archives (FIAF)
    • International Federation of Library Associations and Institutions (IFLA)
    • International Federation of Television Archives (FIAT/IFTA)
    • Southeast Asia-Pacific Audiovisual Archive Association (SEAPAVAA)
    • Federation of Commercial Audiosvisual Libraries (FOCAL)



Vorbild: Rotes Kreuz

Blue Shield orientiert sich seiner Gründung an einem großen Vorbild: Wie das Rote Kreuz in Krieg und Frieden die Menschen schützt, so will Blue Shield für die bedrohten Kulturgüter sorgen.

Beim Internationalen Roten Kreuz gibt es eine Dreifach-Strukur:
  • das Internationale Komitee (ICRC), das als oberste Instanz die Unabhängigkeit  und Neutralität des Roten Kreuzes sichert;
  • die nationalen Gesellschaften vom Rotem Kreuz und Rotem Halbmond, z. B. das Deutsche Rote Kreuz;
  • die Föderation (IFRC) der nationalen Gesellschaften, die die praktische Arbeit organisiert und koordiniert.
Dies scheint auf den ersten Blick eine komplizierte Konstruktion zu sein, aber diese Arbeitsteilung hat sich dort außerordentlich bewährt.

Analog dazu gibt es bei Blue Shield ebenfalls eine solche Konstruktion:
 Die genaue Arbeitsteilung zwischen dem Internationalen Komitee (ICBS) und der Föderation (ANCBS) ist im "Hague Accord 2006" festgelegt.
